The BR 218.8 is a subvariant of the BR 218 designed for towing and shunting tasks. The main difference between it and a normal BR 218 is the addition of a Scharfenberg coupler, allowing it to tow broken down multiple units such as ICE or S-Bahn trains. I think this would make a great gameplay pack similar to the Rail Operations Group BR Class 37/7 DLC for the UK. It would add more variety to German routes, and could presumably appear on any route that features multiple units equipped with Scharfenberg couplers. It would not require many art changes so it should be fairly cheap to develop. The most time consuming part would probably be coding it so it can tow other trains.
We already thought about that while developing the loco. But besides the extra work to do, the problem is the trains that you need to haul like ICE3s and 42Xs. They all are not prepared for being hauled by a loco that is not connecting the air pipes or they are not able to being towed when not active. All those trains would need updates in TSW to being able to do that.
