When completing the BR155 tutorial the achievement is not triggered. I ran it from the trains menu, then selecting tutorials.
Are you playing on a Profile imported from TSW2 and did you do said Tutorial back then in TSW2? If yes, you have to create a second Profile because the Game thinks you already got this Achievement.
