I was doing the clinchfield route then my first encounter was the speed limit cutting from 30 to 15 without a sign or warning, I was going 30 which was the speed limit then suddenly went down to 15. Then I applied the brakes to slow down but it took 30 seconds to a minute for them to apply to the point where I was losing so much points for speeding. I also at one point trying to release the brake but the brake gauge kept going probably because it didn't render quickly or something.
The brakes on that SD40 are indeed not working correctly. You can play the scenario by just applying them earlier though.
