I haven't done this scenario yet, but looking at the image I think that you have coupled up wrong? I think you need to make it so you have the oil tankers coupled together, so the loco is at the end of the grouping? Check the route map for a loop that will make the train face in the right direction to enable you to reverse up to couple.
In this service, the first step should not be "stop in location" but "uncouple vehicles, vehicles 10", this step was simply omitted or forgotten. Already at the first stop you immediately notice that something is wrong because the wagons block the switch and thus the path on which you should reverse.
