I bought my son the standard version of TS4 totally ignoring the fact he wanted to drive the Flying Scotsman, can I buy this as an add on or do I have to spend another 40 quid buying the deluxe version ?
Are you eligible for a refund? Perhaps, get it refunded and then buy the deluxe version. It all depends on what platform you have purchased it for. Steam have a 24 hour limit I believe.. Xbox are pretty friendly for refund, not sure on PS It will work out so much cheaper if you do manage to buy the deluxe version.
Steam will let you refund up to two weeks from purchase, providing you haven’t played the game for more than two hours in total.

not particularly so from my experience, I purchased the wrong version of a different game (Hitman 2) before and quickly went to correct that so I could get the version I needed, I was denied a refund. Though I haven’t been denied if I just cite it as someone else bought it without my knowledge.
And PlayStation are dreadful for it, almost criminal probably. When I bought Need For Speed Rivals for the PS3 many years ago the game was and still is barely functional. I was denied a refund because I had started the download. They weren't even denying me it because I'd played it, they said no because I'd attempted to use what I'd bought. Plus, trying to reverse a charge in the event a product doesn't work on PlayStation will cause your account to be banned - and then you won't be able to play any games you've bought. This is why discs need to stay.
A hard drive will last a lot less than a disc, and any online services you buy content on are unlikely to either. Plus, a disc can be backed up (most of my PS2 and CD library is backed up on my hard drive for example) while a game that tries to connect to an online service as DRM will only function as long as that service exists - and taking into account how many games are unplayable nowadays because of that, it will only get worse in the immediate future with more games being online only. Gran Turismo Sport is being shut down next year and will remain partially playable, unlike every other game in the series which I can have the full single player experience of decades after release. The most sensible way of buying games online is through a service that doesn't use DRM, but these did not catch on sadly. Luckily Steam appears to be run by normal people, but I regret ever buying a digital game on PlayStation.
