Xbox Series X Can’t Unlock Achievement “cl465: Network Expansion” Via Journey Mode

I’ve done the requirements for this twice (complete the class 465 scenario ‘temporary contract’) via journey mode (one just their now and 1 some time ago) and haven’t unlocked the achievement, I’ve yet to try just going into the route
