PC Cane Creek | Ac 4400 | Can't Recover From Emergency Application

I think this is more AC 4400 than Cane Creek related - but...

1. Brakes won't recharge.
2. Brakes reset procedure ("PCS open" one) doesn't help.
3. Full brakes re-setup (cutting out > Handle Off > cutting in) doesn't help.
4. Decoupling from the consist and repeating the steps mentioned above doesn't help.
5. Restarting the locomotive doesn't help.
6. Etc.
7. Has someone a solution?
