PC Can't Drive Class 313 In Light Snow

Playing 5C09 empty stock to Newhaven Marine on ECW in light snow and when you remove the breaks and try to accelerate on step 1, it will occasionally lock with WSP enabled making it impossible to move (because it would lock at 0.1 MPH when it is in reality stopped and won't ever disable).
