Steam Can't Preorder Maintalbahn Route

Steam will not let me pre-order the Maintalbahn route due to the following error:


I've tried multiple times to update the Steam client, but all I'm offered is a June 14 update. I've accepted this several times, but once Steam reopens, this error persists. Surely there is a solution for this problem? Hello, admins??
