Can't Throw Switches

I have both the CN Oakville and CalTrans DLC's. Neither one of them let's me throw Switches.

I can walk to the switch aim the target and A button icon comes on to interact but when I slide the finger pad nothing happens.

This making it impossible to do any type of switching.

 

Try using the map to change them

 

You need to be close enough to move up or down on the pad. Otherwise you can click it but it won't change.
