Epic Games Cant Use Subscribed Livery Despite Having The Required Content

I'm on train sim world 5, I have the F125 from the metrolink line and I'm trying to subscribe to a Amtrack & LIRR livery however when I try it says I don't have the required content.

 

I think it is using the F125 from Antelope Valley Line, if you only have San Bernardino Line then it won't work. The game considers the F125 from each to be different
