For many trains, there is a "change livery" option, while in reality it does nothing. I know that in LIRR, the change livery option can be used to alter the different length of the coaches, but in Hamburg Lubeck for example, there is a change livery option for the DB BR 101. When I select it, it does nothing.

Why does this exist, does it do something that I am not aware of?
    Thanks in advance.

Is it not changing the consist - ie the alternate 'livery' for the 101 being 11 coaches instead of 9? I know this happens on Tees Valley and Great Western, but I don't have Hamburg so don't know for certain.

I've tried it, and both "liveries" are exactly the same. Both feature 9 coaches with a 101 on either end.

If you have made a livery with livery designer, you can change it and drive with that livery. That's what it's for.

Yes, but if I make a livery for a specific train, that train will then have that "change livery" icon, regardless if it has had that icon before or not... TSW2 is a confusing game sometimes
