Officially no. Unofficially, with third party tools, almost: you can use Cheat Engine to very quickly set your score to above the threshold while in the scenario and then the God Mode mod (a .pak DLC mod) to send a 'scenario completed' command. Takes a minute or two of actually being in the scenario and doing a couple things, but way less than actually going through it.
Never understood the thought process of buying a game then cheating to finish it. The whole point is to enjoy what it offers. I can perhaps see in s strategy or tycoon game to get fast cash to build quicker but even there just leaves you feeling unfulfilled. Either grit your teeth and play the scenario or move on to something else like a timetable run.
Yeah I will add to this that I personally mainly only do this to services that are otherwise either straight up impossible to finish (mainly because of bugs) or possible to finish but you're not awarded the correct medal according to your performance (also mainly because of "bugs", aka it being impossible to get the highest ranking without the old trick of adding extra kilometers by driving back and forth a bunch). And even then this is after trying the service out and finding out about the issue at the end. There's also a third instance, which is on different timetables that have the same service without it syncing (on Arosa, 2/3 sync between eachother, the third not) where after finishing a service I'll just go ahead and mark the third copy of the same thing as already done. And in the same spirit, I'll do that to Journey mode services that I accidentally completed first while in Timetable mode. But hey, I don't judge...
