I been running this scenario multiple times, i don't go overspeed and i stop within 3 yards of the stopping points. For some reason i cant get close to the gold score of 7,000 points. Do anyone else have trouble with this scenario? Also why do the wheels lock up on the 363 when headed back to Riesa? I have the brakes fully released yet they dump multiple times during transport.

You need to have AFB disabled and run at a speed below 75km/h. The same thing happened to me but I turned off AFB and it was resolved. (PS4 Pro)
You're right. Try as I might, I can only get to about 6700. (not that I care about scores and such childish things )
I'm on PC and tried this, still got only like 6630 pts... some ppl here got to 6700... still, if you do everything right, you should get more than 7000 pts, so with one or two minor mistakes it should still get to 7000 or very close...
In the 363, there is a speed governor which depends on whether the transmission is set for "shunting" or "long distance." If you're set in shunting, the brakes will dump if you hit 25. In long-distance, you can do 40 (but no more).

It seems that the 363 dead-in-tow is allowed up to 75 km/h- but players have had problems with that. Is the game bugged here, or is there a proper shutdown of the 363 which avoids this issue? EDIT: answered my own question. The key is to flip the "power off" switch in the 363, which disconnects the transmission from the prime mover (more or less like putting your car's gearshift in Neutral). This permits the 363 to be towed at up to 75 (of course, you can also do a full engine shutdown if you like, and restart it at the chemical plant).
On the 363 there is this panel that gives pretty much all of the procedures regarding the gears and power: My German is not great, but using a combination of what I know and google translate this reads: Maximum Speeds: a) As the working locomotive: In shnunting (gear) 30 km/h In long-distance (gear) 60 km/h b) When hauled by by another locomotive (With the reverser in central/neutral) With attached rods 75 km/h With removed rods 35 km/h I'm not quite sure what rods the second part is referring to, and maybe my German is not good enough for the translation, but I think it might be something to do with the coupler. I think that to be towed the 363 also needs to be in long-distance gear to get up to 75 km/h. Anyway, someone with better German or more knowelge of the 363 can correct me here - I mainly just wanted to point this panel out.
By "rods" they mean the connecting rods between the drive wheels. Naturally, removing them is not modeled. (BTW, I don't believe it's possible in the TSW version to put the reverser back into neutral once you've set a direction)
Sorry for necro-bumping, but that's not exactly true. While you absolutly can not get 7,000 points under normal circumstances, but technically you can get more points than that with a little "cheating". The game awards you 0/15/30 point after every ≈500 metres covered based on how well you adhere to the track limits (loco limits doesn't matter, you can go faster than 75km/h while towing the 363 and you will still get 30 points). For this mission I did the objectives as instructed, till I got the "Stop at location: Weissig Yard Entrance" objective. Instead of stopping I went to Glaubitz Riesa station and stopped right before the signal after the level crossing, than went back and stopped before the stop marker. I did this for a few times until I had more than enough points for the gold medal. Make sure to stop before the signal, because if you pass it you will not be able to get back to Weissig Yard.
