I installed the Abellio SR reskin from Vulcan Production's website, but since then I've reinstalled both the reskin, GARL, and Class 380 packs themselves, but to no avail.

Neither the default or the reskin keybinds work.

I do not have these. What I would do in your situation is open the loco's .bin file with serz.exe and look what InputMapper file is referenced.

The .bin usually resides in steamapps\common\RailWorks\Assets\Provider\Product\RailVehicles\Electric\Class380\Reskin Name\Engine\class380_or_so.bin

    Code:
    <StopgoRemapper d:type="cDeltaString"></StopgoRemapper>
    <IntermediateRemapper d:type="cDeltaString"></IntermediateRemapper>
    <ExpertRemapper d:type="cDeltaString"></ExpertRemapper>

This section points to the InputMapper files. If no path is given, the default path is steamapps\common\RailWorks\Assets\Provider\Product\InputMappers

If there is no mappers defined, the loco uses the default built-in keymap (Reverser,Throttle, Horn, Wipers, Headlights, EmergencyBrake, TrainBrake, EngineBrake and DynamicBrake, Engine Start/Stop).

Because you reinstalled the GARL and the Class 380 AFTER you installed the reskin.
Go to the Class 380 folders, remove the reskins and install them last.
