Steam Class 66 On Goblin Line Isnt Drivable

I own the SEH DLC (deluxe one) and it comes with a class 66 EWS yet I am not able to drive on the goblin line with the 66, Below I included all the DLCS I own, (I also own a class 20 loco if that makes a difference)
