Again, apologies if this has been suggested already. Wouldnt the addons mgr issue be resolved if all scenic content as per route being released got transferred into a common library sorted by region and era inside the core. The community could make use of it (for non commercial purposes) Stock could be taken out of their dlc constraints and be put in the Training Centre.
