Creating A Simple Mod

    I've searched the internet high and low but I can't wrap my head around the process for tweaking anything. Can someone point me to the best resources to learn how to find, modify, prepare, and package for use the in-game files? Obviously this is something that many of you do routinely. I know it involves Unreal's .pak archive files.

    What I'm trying to do: update the data sets for the road numbers (rail vehicle numbers) for NJT equipment on NYT.
    What I've done: I've used the Editor to scour the data files and found the two relevant data sets, one for the ALP-46 and one for the Multilevel cab cars. I edited the files and then used "File->Save As" to save my versions in a new folder I called "!NYT_Numbering". I located those files in Explorer, both are of the type .uasset. I then used Unreal.exe to create a .pak file with that name containing the two .uasset files and copied the resulting !NYT_Numbering.pak file to the DLC folder of the game.
    What happened: I got an error message (see screenshot) upon launching the game, but the presence of the file I created neither changes what I wanted to change nor breaks the route. Everything works just as it had.

    What step(s) am I missing? This was so much easier in TSC... ;)
