After loading the first three coal hoppers at 0756 I had to wait on a south bound train before continuing, but after the train passed I encountered a permanent red signal that would not change. Calling the dispatcher gets the "denied" message repeatedly. The train that went by was CRR 26 SB Manifest. I have encountered this issue twice and have never been able to finish the service.
