I'd like to recommend the CSAO Pavonia Yard in Camden, NJ. To the south of the yard are three secondaries- Pennsville, Vineland, and Beesley. Beesley Point is where an old coal power plant was located, and there are many smaller industries along the way allowing for many switching/shunting scenarios. NJT has the Atlantic City line that runs from Philadelphia to Atlantic City, NJ and there is a class 3 railroad that interchanges with CSAO and services a small branch close to the end of the Atlantic City line. Most of the railway vehicles exist already for this route- CSAO uses a mixture of CSX/NS power, consisting of GP38s for many of the local switching jobs. The things that would be lacking along this route is signaling. Most of the secondaries are dark territory, so only one train set would be present. Single track lines would mostly eliminate meets. One possible scenario would involve ROW on NJT lines, where signaling would exist. New Jersey is relatively flat. Most of the grades are short in elevation change and length. Things that would be beneficial on this route is the variety packed into a relatively small area. Three branches to do switching maneuvers on. The Pennsville secondary has many refineries on it. Other local freight I see consist of tall gondolas, standard gondolas with stone, box car freight and the occasional steel coil car. Even alongside the NJT trackage is the Patco electrified rail line. It's an isolated high speed line that has an interchange with NJT, allowing for passenger car deliveries as well. Given the immediate proximity to the NEC, a lot of this could be built off of the existing NEC footprint in Philadelphia to be tied into a much larger experience. Routes could be parsed off as parts of DLC, including the high speed line, additional scenarios off of the NJT ROW, along with the potential for historical operations as far back as the CNJ/PRR era. The branch lines alone could be segmented into separate parts as well, where they might interchange with other last mile carriers.
