Issue Summary: In the "Leapfrogging" scenario, at the very start of the scenario, you spawn at a signal showing Hp2 with a dark distant signal underneath, even though LZB is off. Even if you turn LZB on before you start moving, you'll only be taken under monitoring after the signal. Therefore, that distant signal should be showing Vr0. If you continue playing the scenario with LZB off, you will see a dark signal at Burgsinn Bbf after the ICE overtakes you. This should show Hp0 until the ICE has passed the next main signal, then Hp1. You should only ever see a dark signal when under LZB monitoring.
