We know the DB license is no problem. DTG has done a French route before.
DB Cargo France allows an interesting look at a mix of the two with some interesting new locos opened up as well. It has a lot of DB carryover from across UK and Europe, so a nice hodge podge of equipment old and new.

    You can put in:
Euro 4000 (diesel engine based on the Traxx)
    Traxx F140 (electric)
    Class 77 (which is a French 66)
    G1000 (for shunting, basically a new V90)
G2000 (all new design not in TSW)
They even have a couple Class 08s.

    How to apply them?
Well they run in NorthEast France, so I'd suggest across the border from Germany and Switzerland In real life, I think they go back and forth a lot so you'd see them on that and any French route interchangeable. The whole Strasbourg region, from Swiss to Luexmbourg borders would open up that area

I'd suggest this would make a decent "rail pack" by itself with or without a route and layer on many routes because between DB routes and Euro Cargo Rail (ECR) that it started as, the freight was often cross-national, into the UK, Austria, Switzerland, Italy and Spain.
You could see DB and ECR run basically anywhere.

An ECR Br 186 would be a good fit for the new Mannheim - Kaiserslautern route.
