In real life the 406M can run in other countries such as Netherlands Belgium France Switzerland and also germany. They could also run on HS1 but they don't in real life. Still the option to have it run there would be nice if it gets introduced. Currently though it can only run in Germany but even if you switch the voltage it will not work on the French route.
