Just a small idea I thought of. Modern trains that possess ETCS capabilities with modern digital display would have a sort of "Default" safety system for off-rail scenarios, the safety system being ETCS. The safety system would simply rely on the set route speed limits on the track.
I don’t think any German routes that are currently in TSW even have ETCS irl. I know Germany is moving towards implementing ETCS, but it’s on very few lines
