PS4 Dlcs Not Appearing In-game

I've experienced issues with the following DLCs:
Class 313 and Goblin Line (aka Suffragette Line)

I own the TSW6 versions of these DLCs and have tried re-installing them multiple times. I have also deleted TSW6 and reinstalled it with all DLCs I own for it again. For some reason, these two DLCs are not available to use in-game.

The layers for the East Coastway claim I don't own the 313.

Any help?

 

Likewise on Xbox Series X and it not picking up ownership of LIRR with all of the DLC installed.

I also noticed the Class 158 not layering in correctly, but that might be tied to something else?
