I doubt it. Too long. There are licensing issues, access for research etc and ultimately how popular it would be. You should really pop this in the Suggestion forum highlighting a section no more than 120km long and also evaluate against DTG’s LAMP process.
The only thrird party I see doing that is Union Workshop. We don't know yet what they're working on. But I guess, getting licenses from the chinese state railways is more than unlikely. I'd guess UW works on a small DMU rural commuter route in japan.
that would be cool and i also think that the class 222 needs to be added to the midlands mainline because when you go to st pancras or nottingham or derby you always see 222's and it will stay like that until they start rolling out the new 810's and that would really finish off the MML

Everything can be made for TSW if there are enough freeware content creators making everything themselves in the PC editor after TSW4 release.

Union Workshop has released China's Guiyang-Guangzhou high-speed railway at TSC, but subsequently shifted its focus to the Japanese route.
This is probably going to be assigned to Union Workshop since they have made Chinese high speed routes in train simulator classic the best section for this might be Nanjing to Shanghai and it features a 102 mi 164 km bridge. As a bonus maybe an Aeroplane over the route just like RT because the high-speed train station is actually an airport railway station in Shanghai. The TSC CRH trains that run here are CRH 380D followed by reskinned Deutsche Bahn Baureihe 406 403 CRH3 Zefiro CRH1E Sleeper CRH1D CRH2
