Although I don't have a guide, I am willing to reply to put this slightly more visibly in the section so someone may be able to help you, in exchange for a guide on how to say Ceske Drahy Logo!
I have no guide, but if this is the logo then this sure is possible to recreate in the livery designer.
Looking at the image above, I would start with a big blue rectangle, and use white decals to cover up bits of the blue rectangle until it looks like the logo. When I finish with my current project, I'll try and make something to help you, if you still need it by then.
