Does Tsw Download The Manuals To Disk, If So Where Does It Store Them?

TS Classic downloads manuals for (virtually) all DLCs and the main game into the \Railworks\Manuals folder. Does TSW (still on TSW3) do this too? If so, where does it store them? Not had any luck finding them... Or are the manuals only available on Steam for TSW stuff?
