Does Upgrading Free Starter Pack To Deluxe Edition Require Re-downloading?

Does upgrading from the free starter pack to the Deluxe Edition require re-downloading the game and all add-ons?

I want to claim the FSP while I can so that I can get the most out of current routes. I will likely upgrade to the Deluxe Edition later, but only when the price is lower and some of the early issues have been resolved. When I do this, will I need to download a new base game, (and therefore all existing add-ons) or will I be able to download the WCML, etc. as add-ons to my existing version of TSW5?

 

The only ‘base game’ for TSW is the training centre.

Every other route is classed as a DLC, even if you buy it in a bundle, it will be a separate install, for each route.
