    How come steam can download all of there content during early access but no one else can. Thanks

    Lead times and the certification processes on other platforms, makes compatible content take longer to be ready. Steam empowers the developer more than most platforms.

    So does this mean Xbox have to wait months just to download compatible content with this staggered thing ?

    No, only Epic has to wait for staggered re-releases. Xbox gets access to compatible content on the 30th
