The US freight routes in TSW4, especially Cajon Pass, Peninsula Corridor, Cane Creek, Sherman Hill, Sand Patch Grade, and Horseshoe Curve, could use some new locomotives for yard and local trains. I'd suggest the EMD GP60-Series.
EMD built their GP60-series locomotives between 1985 and 1994. There were 294 GP60s with the Spartan Cab, 23 GP60Bs built for the Santa Fe RR only, and 63 Wide-Cab GP60Ms (also for the Santa Fe only). The GP60s were used mainly for high-speed intermodal trains in the 1980s-late 1990s. They were powered by a 16-Cylinder 710 Prime Mover that produced 3800HP. The Spartan Cab GP60 model was ordered by SP, SSW, D&RGW, ATSF, and NS, with a few other smaller railroads ordering a few others. The 3 demo versions were purchased by CSX.
The SP, SSW, and D&RGW GP60s are now owned by UP and are used in yard and local work. BNSF rosters the majority of their ex-ATSF GP60s, GP60Ms, and GP60Bs. NS rosters GP60s, as well as 3000HP, 12-Cylinder 710-equipped GP59s.
UP has rebuilt some of their GP60s as GP62s and GP60Es. NS has rebuilt some of their GP59s as GP59Es and GP59ECOs. BNSF has rebuilt all of their current GP60Ms as GP60M-3s, and one of their GP60Bs was rebuilt as a standard GP60 with the cab of a former UP SD40-2.

We should get the following locos for each route mentioned at the beginning of this post:

    -For BNSF Cajon Pass:

-GP60 Spartan Cab in ATSF blue/yellow, BNSF/Patched ATSF, BNSF H1, and BNSF Swoosh liveries
-GP60B in ATSF Warbonnet, BNSF/Patched ATSF, BNSF H1, and BNSF Swoosh liveries
-GP60M in ATSF Warbonnet, BNSF/Patched ATSF, BNSF H1, and BNSF Swoosh liveries

-For UP Sherman Hill, Cane Creek, and/or Peninsula Corridor:
-UP GP60/GP62/GP62E in UP, D&RGW, and SP/SSW liveries, plus patched units

    -For NS HSC:
    -NS GP60
-NS GP59 (including Southern RR Heritage unit which is now an Operation Lifesaver unit)
    -NS GP59E rebuild
    -NS GP59ECO rebuild

    -For CSX Sand Patch:
    -CSX GP60

-Possible Rolling Stock to include with the GP59/GP60 Packs:
    -Cement Hoppers in multiple liveries
    -Trailer-on-Flatcar (TOFC) (empty and loaded)
    -57-Foot Mechanical Reefers
    -Modern Boxcars
-Flatcars with miscellaneous loads/also empty ones
    -Other rolling stock
