Error Message From Tstools

Can anyone tell me if this is a TSTools problem or a train simulator problem. I get this screen on every scenario I try to edit.

 

Thank You Spikee 1975, unfortunately clicking on that button threw up an error code 0x80004005
aying the module was loaded but the call to DIIRegisterServer failed with that error code.

 

You must run it as Admin.
