It isn’t blocked by the UK, just not available in the UK. If it is from a news outlet then they may have a blanket restriction on having their videos available outside of the US. It’s quite normal these days. This may be to comply with local laws or to not have to worry about licensing in foreign territories, or if they have only blocked the UK it could be to stop people banging on about the war and jellied eels in the comments.
Not sure why the NBC News would try to restrict access by the UK. Weird. It's tough to find actual news articles with words anymore to paste in text, it's all videos. And as far as I know Youtube isn't UK restricted? Unless there's some new UK law against posting videos about subway trains =-) I mean I know they want to ban pubs so anything is possible.
