In my opinion they would be:
    -Tees valley line
    -West Somerset railway
    -Northern Trans-Pennine
    -Ruhr-Sieg Nord

What they are in your opinion?

West Somerset is an obvious one since it's a heritage railway. The other three I'm not sure. I have no idea about Ruhr-Sieg Nord, and in the BR days, privately-owned trains couldn't run on the main line from what I've heard, so TVL and NTP might be difficult.

    As for the American Routes,

Sand Patch Grade has seen excursions any of the Chessie Steam Special locomotives, 2101 or 614. Also a bit of a stretch but it's possible in the future you could see Chesapeake and Ohio 1309, and 2716 operating in that area. 1309 operated on the other side of the narrows on the Western Maryland Scenic Railway. One of the side tracks leaving Cumberland is actually the CSX interchange with them.

Clinchfield could feature a Challenger class 4-6-6-4. They operated them until the 50s I believe.

Maybe ATSF 3751 on the Peninsula corridor would not be beyond the realm of possibility.

One problem: west Somerset railway is set at a diesel gala- which means no steam trains :(

We could have a new fangled game play pack which gives a steam timetable plus locos

The only thing that says so is a bit of text in the route's description, which could be changed in about five minutes.

And that bit of text was put in there primarily to explain the absence of steam engines!

Great Western Express would be ideal, particularly as charter train operator West Coast Railways have a base at Southall.

There were regular steam workings before lockdown, such as this one featuring 6024 King Edward I passing Slough in 2010.

I agree that the GWE line would be an ideal route for steam. If the upgrade turns out to be a paid one (e.g. as TSW3), then I would hope that, as per previous releases, 3 routes would be included. This would be an ideal opportunity to address the issue of making a historical GWE, which would have the added benefit of being a more authentic experience for users of the Diesel Legends pack.

I would also hope that if the upgrade to support steam is a paid one (whether or not it is TSW3), then at least one new route would be included to tempt potential purchasers in addition to supporting existing ones. I would favour a historical era route rather than a heritage one. The Riviera Line from Exeter to Kingswear (with the branch to Brixham) springs to mind. It’s one of my favourite TS classic routes (and real life routes). Although Paignton to Kingswear is a heritage route, running it through from Exeter would make it authentically historical.

The annual update bundle always includes three routes, but not always all new ones.

You always get a steamer on a diesel gala though, just to please all the people who came for a steamer not knowing about the gala

GWE-DL introduced multiple timetables so you could easily have a "steam gala" day on WSR just by changing the locos out or a secondary timetable
