I previously reported this as a supposed bug but was told by DTG it was a ‘limitation’ and that it would be worth putting down as a suggestion. When spawning in trains on foot I.e anything livery designed or anything you’ve created as a formation let’s say a Class 158 SCR and 170 it will always no matter what spawn empty with no option to have with passengers even if loaded is selected on formation designer , which is immersion breaking. I find this a bit annoying as let’s say you want to use a livery you’ve designed for a unit and drive it on a route where there aren’t layers for and your limited to only have it as empty! Ideally trains would spawn loaded by default with option to have them unloaded but this is just my take
