do what shimarin said, The camera shift and operations shift is quite unknown by console players, you can do high and low horn, pzb release and override, cruise control increase/decrease and more! Check the control schemes
You can do what everyone else is telling you, or change the controller settings to classic controls. Then you have access to all different camera angles
If you're only concerned about the Free Camera, you can set it to be the default when you press the right stick using the Immersion Camera Switch option in the Controls settings. With this, pressing the right stick toggles between the Free Camera and your default view. It also puts the camera ahead of the train each time you switch to it, so you can watch your train pass.
