Issue Summary: In rain/show conditions it's easy to get frieght trains stuck whereby the wheels don't move at all or just spin in place.
    Platform: PS5
    Game Mode: ?
Route Name: "Chemical Plant Zone" in "Nahverkehr Dresden"
Step-by-Step Instructions: Play a route with rain or snow (another example is the snowy "50244 Ludwidshafen - Hamburg Billwerder" in "Kassel - Wurzburg"). The typically route starts off reasonable, but later on resuming from a complete stop can be impossible (particularly on a slope, and changing directions to try to go downhill vs. uphill [or vice-versa] has no effect). Wheels basically don't move or just spin in place. When in this bad state it can be impossible to even get the wheels back to a completely stopped state -- they report a low km/h rate like 0.2 with the slip indicators (though aren't actually moving at all, even at close inspection) and still don't return to zero even after activating the emergency brakes.

Restarting the scenario can remain in the same bad state--actions that previously worked to move the train the first time trying the scenario no longer work. If the game is terminated and restarted then things get back to their original state.

Also on "50244 Ludwigshafen - Hamgurg Billwerder" (the snow version) it's seemingly possible to get stuck at a red signal forever. When approach the end of the scenario, a south-bound AI train can end up at a red signal at the location where the user's train is supposed to make its final stop. The user's north-bound train takes a solo track path that diverges from the main lines to the left and eventually ends up to the right of the main lines to where the AI train is at. The user's train can end up at a red signal shortly after diverging from the main line. The two trains are seemingly deadlocked on each other.

This happened to me in Timetable mode in Cajon Pass during heavy rain. I spun out going up a slight grade and could not get going again. It would only roll back and spin. I ended up having to give up and quit game.
