I'm new to TSC and I'm wondering how I get the F1 through F12 (I can't remember if it is all of them) to do what they should do in-game rather than what they were designed for such as, brightness volume level and screen projection.

Make model, help us help you, vague queries just fill the replies with assumptions and misinformation

For example, if I'm driving a steam loco and I want to get the F4 HUD up. When I press F4 that is my task view button and it will bring that up instead of bringing up the F4 menu

You may want to press Fn alongside the function key.
You can usually toggle the feature with Fn+Esc. State is often confirmed with a tiny Fn Lock light.

Depends on the model maybe because on my ROG I don't have Fn Lock, have to press Fn for the special features. Maybe because it's a gaming laptop and virtually every complicated game uses function keys and nobody ever wants to fail because of a random typo practically disabling your keyboard.

Usually people mistakenly press Fn+Esc instead of Ctrl+Esc (some keyboards have Fn instead of Ctrl) and then they are lost.

You can totally test and practice it outside a game, just press F5 for Refresh or F1 for Help or F12 for developer tools in your browser of choice, i.e. right now.
