I am curious what you're trying and failing to do. Can you describe the steps? The way I usually buy DLCs is by visiting the xbox.com store, logged in with my Microsoft account. It's the easiest way, and it works all the time. The next best thing would be to open the Store app on the console. I never tried to buy from inside the game, because it doesn't show any discounts.
