If you mean can another user using the same console play content you own, then yes, set your account as the primary (ps) or home (xbox), then any other user will be able to play your content. No idea if Steam allows the same.
Actually it was someone requesting to be close friends on playstation and wanted to game share. I turned them down and blocked them as it's a way of accessing my account. In other words a scammer
