Without knowing the ins and outs of that platform, based on my general knowledge about hosting stuff in the cloud, I would assume two things: You could only play certain predefined sets of DLC: one by one, all per region, maybe absolutely all (bit unnecessary) The game would have to be restructured to leave its file system alone (no blueprint cache, no player profile, no quick drive scenario, no editor) As far as latency and other matters go, it's actually a good candidate. On the other hand, it might require excessive bitrate for the video or it could get really funny around the edges. If anyone has more in-depth experience about the platform, I'd love to read your thoughts, just for science.
I can't see how that could ever work, as they would have to host every single piece of DLC as well, including all the 3rd party and public domain stuff. It would only ever be able to work if you used the stuff available on steam, and even then that's a lot of DLC. Let's be honest, who actually uses train sim with just the stuff on Steam?
Aside from the DLC issues (it would probably only be able to support official releases in Steam and you'd need to wait for them to download and install on each session), I don't think the CPU would be good enough as it's a virtualised environment technically. I have run TSC on Shadow and Paperspace while away from home and while they have loads of RAM and a great GPU the CPU just isn't up to the job.
