I am playing on Win10 with GamePass. I decided to grab Tackle Box and Giant Carp. Tackle Box is working as desired, but Giant Carp is not showing up in game, but showing as Installed in the Microsoft Game Store interface. I googled and found the advice to install from the individual lake pages in the store. You can’t. In the Microsoft Store those lakes are listed as “Not Sold Separately” where the Buy/Install button would be. Is there a workaround for this issue?

Just following up--when the Black Friday sale on the Microsoft Store ended, and the store interface returned to normal, I was able to get install buttons on the individual lakes, and the issue is now resolved.
I have the same issue but on Xbox one. I also bought the giant carp and it says it’s installed but not possible le to see or play in the game. And exactly the same it says I own it and got it installed, in the add-on page in the game and in Xbox it’s in the page of latest installed.

Select Profile & system > Settings > General > Personalization, and then select My home Xbox. Do either of the following: Select Make this my home Xbox to designate the console as your home Xbox. Select Remove this as my home Xbox to remove the designation.
Did you try the home console option? And are you saying you have already submitted a ticket for this?
Yes tried it and didn’t help. No I’m saying why report any problem with that ticket when it leads to nothing?
