The issue is the same as on some other routes: the training modules in Great Western Express (Preserved Collection) don't give enough Action Points to get gold medal, even if you do everything right. Or the gold treshold is too high. Only bronze medals can be acquired on all.
I managed to get a gold on the last one (Station Stopping); but yes, the other 3 you cannot get better than bronze
