Have a look under the Standard Tab and scroll down to whichever route the scenario is for. That tends to be where most of them end up.
Did you download from the Workshop? Check if you are looking at Official Scenarios only. Choose to include Workshop scenarios. I advise set for both at all times as scenarios from other sources will be considered “official” too.
