I noticed this in Southeastern specifically. The 375 uses 'Horn 1' for the high tone, and 'Horn 2' for the low tone. In the 395 it's reversed, so my high-low-high becomes low-high-low. It would be nice if all the trains used 'Horn 1' for high tone and 'Horn 2' for low tone (or the opposite, doesn't really matter so long as they're identical). For trains that have only a single tone they could respond to either of the horn buttons (maybe they already do, haven't tested this yet).
