In the 'Long Trains' tutorial on Horseshoe Curve, the game instructs you to release the brakes and wait for them to charge to 60 PSI. The narrator explains that this process can take up to 15 minutes. So I waited 15 minutes and in that time the brakes did infact reach 60 PSI however the objective still did not clear. After another 15 minutes the objective did finally clear meaning you have to wait 30 minutes total for the brakes to charge despite it only taking 15 minutes.

Here is a pro tip. Go into the second loco, you will find it is actually not started. On the back panel, turn the knob to start, hold the start button until you hear it fire up, then move the knob to run. (lower left of the panel next to the door)

When the tutorial then puts you back in the lead loco you will see the brakes come off in 5-7mins. Give it a try.
