Train Sim World 2 How To Add Steam Locos To Scenarios On Ntp ?

I downloaded the 8F Heavy Freight scenario, which runs with the SoS 8F on NTP, but when I try and make my own scenario no steam locos are listed for selection, although other non NTP origin locos are.
