PlayStation If I Get The Starter Pack, What Happens If I Buy The Game Later?

Is the starter pack affected in any way or is the starter pack basically a TSW5 game upgrade without the frills?

 

The starter pack is basically a TSW5 game upgrade without the frills. Think of it as a DLC hub.

 

It doesn't affect anything. If you own TSW4 it will become TSW5 without the new TSW 5 routes.
If you don't own the game you basically have the training center forever and once you buy a route you can consider it a full game.
