Steam Inconsistent Fps On Leipzig - Dresden

My setup has never been great. I usually get 15-20 fps at frankfurt main on FSN but this new route has been a total mystery for me. Some runs I have 62 fps throughout but then i get to one spot and all of a sudden it jumps to 15 fps like in the approach to leipzig or in friedrichstadt. Other times when I spawn and leave leipzig its 30-45 fps

Did a service from coswig to dresden and it was smooth 62 throughout untill i got closer to freidrichstadt. The other way? I got 15 fps at the most random spots on the line and 30 fps throughout. What can be the cause of this?

My setup is Geforce 2060TI with 32gb ram and an i7 processor. It hasnt been great in alot of route but I dont think barren leipzig should perform the same or worse than frankfurt on TSW5
