I used to play TSW3 on my Xbox one, now I have a PC and have got TSW4 on my PC. Is there a way to get my old dlc from my Xbox on to my PC on Steam?
Unfortunately not. I am sure it could've worked out if DTL accounts have the routes they own saved in their database so that they could be reused across different platforms, but it probably has their reasons that it's not like that

It's not a money thing, it's a platform licence thing. You buy the licence on the system you are playing on. There are no cross-platform licences between console and PC (with the exception of XBox).
Sadly not; it's the license you own for that particular platform. To think of it another way: it's like you buying a ticket for one cinema, watching the film, and then trying to use it for admission in a rival cinema chain.
Have you tried downloading your items through the Microsoft store on PC? I thought TSW purchased on Xbox would show up there as well. May be worth a shot.
